The Associate Vice President for Human Resources (AVP HR) provides strategic leadership to the college as part of the President’s Executive Team. The AVP HR provides strategic and daily operational leadership to the Human Resources Department (HR) for the college and collaborates with HR peers throughout the Virginia Community College System (VCCS) and the state. The AVP HR maintains responsibility for the planning and execution of key HR functions within the college, including recruitment, benefits, compensation, classification, employee relations, training and development, and HR information systems. As Virginia Western is a state agency and part of the VCCS, the AVP HR ensures understanding of and compliance with all pertinent laws, regulations, policies, and procedures. Additionally, the AVP HR leads and advises on policy and procedure development and implementation As a strategic leader, the AVP HR maintains effective and collaborative relationships throughout the college in order to support a diverse, welcoming environment for all faculty, staff, and students.
Work Tasks & Duties
35% | Executive Leadership As part of the executive team, develops positive and collaborative relationships with peers to support effective, efficient, and meaningful initiatives for the college. Uses a college-wide view to assess, recommend, and help execute strategic initiatives, operational projects, and organizational change. Maintains a focus on supporting the college’s mission and overall student success. Models and facilitates constructive feedback, effective listening, and transparent strategic planning/decision making with the executive team. Provides situational coaching to the executive team and broader leadership group in areas of change management, employee relations, communication, structure, and collaboration. Ensures that diversity, equity, and inclusion best practices are interwoven into policies, procedures, and planning. Champions activities supporting retention and positive morale of faculty and staff. |
35% | Departmental Leadership/Operations Provides leadership and direction to the HR department of the college, including the full employment life cycle for all HR team members. Management includes, but may not be limited to, talent acquisition management and development, performance evaluation, coaching, mentoring, professional development, and retention. Collaborates with the HR team to assess college, system, and state priorities; provides direction and guidance through planning and execution. Guides the HR office and college at large through change management for projects and initiatives. Spearheads and supports effective communication channels throughout the college for HR-specific needs as well as college-wide initiatives and updates. Provides operational and strategic support to the HR team to ensure efficient and effective planning and execution of HR policies, practices, and programs. Effectively manages the HR budget. |
15% | System/State Expertise and Compliance Maintains current and thorough knowledge of policy, procedure, and expectations from the VCCS and Commonwealth of Virginia as it pertains to Human Resources and general college operations. Provides guidance and execution planning to the executive team, HR team, and college at large for situations where external policy or expectations exist. Monitors and ensures compliance with all applicable, federal and state laws, rules, and regulations. Builds and maintains effective and collaborative working relationships with Chief Human Resource Officers (CHROs) from other VCCS institutions and the HR department of the VCCS. |
15% | College Operations Actively participates in college initiatives, workgroups, and processes designed to support successful college operations and strategic planning/execution. Leads or actively participates on appropriate workgroups, governance committees, and strategic initiatives. Accomplishes other work as assigned at the general direction of the College President or request of the state or VCCS. |
