This is a management position with responsibility for managing police, security and related services for the Campus Police Department. This position directs, plans, oversees, and evaluates programs to ensure the protection of life and property, detection and investigation of crimes, the enforcement of laws, rules, and regulations. Manages operations in a manner to ensure a high level of professionalism and promote good public relations, owing to the high visibility and public contact nature of the department. Initial and continued employment is conditioned upon meeting the requirements and standards of the Virginia Department of Criminal Justice Services for police officers in the Commonwealth of Virginia. This position furthermore maintains all Emergency Management and preparedness functions, reporting and oversight. This is a direct reporting position to the Vice President of Financial and Administrative Services.
Work Tasks & Duties
40% | Police Directs a campus police force assigned to provide safety and security coverage of the campus 24 hours per day, seven days per week. Directs routine patrols and provides security coverage when college classes and special events are being held. Makes periodic personal tours of inspection of all facilities on campus. Supervises and performs duties as a certified basic first aid response and CPR and AED qualified responder. Oversees the replenishment of first-aid supplies and kits campus-wide. Supervises department personnel to insure efficiency, discipline, and morale in the proper performance of duties. Inspects police and security officers in the performance of their duties. Trains police and security officers on specific duties, such as, use of communication equipment, including weapons, traffic control, fire protection, reporting irregularities, etc. Arranges for law enforcement, medical basic first aid, CPR and AED training for campus police officers and ensures that periodic retraining is performed and maintained. Provides Campus Security Training to new hire security officers as required by DCJS. Provides requested reports to the Virginia Fusion Center as requested or necessary related to Homeland Security matters. Secures grants for equipment or services as they are reasonable and available. Provides active involvement in community policing and maintains relationships with state and local police agencies. Produces policy in compliance with state regulations for law enforcement agencies. Trains and enforces policy for the department. Assures department meets most recent standards and regulations for all state and federal directives, policies and best practices. Proactively interacts with community. Interviews and recommends the selection of candidates for employment as police and security officers. Prepares performance plans and evaluates employees annually according to the plans. Responsible for the preparation of work schedules and the management of the security needs of the campus on a 24 hour basis. Directs response, investigation and reporting of a variety of occurrences, such as personal and vehicular accidents, stolen property, disorderly conduct, damage to property, crimes against persons, fires, bomb threats, and suspected crimes. This includes the response of Campus Police Officers, who are trained in basic first aid, CPR and Automated External Defibrillation (AED) response and treatment until the arrival of Roanoke Emergency Medical Services. Ensures that emergency equipment and supplies are inspected, tested, and maintained in a state of readiness for emergencies. Oversees the operation of the computer-based Virginia Criminal Information Network (VCIN) and the National Criminal Information Network (NCIC) that is used to perform criminal background checks during investigations, in accordance with the state and federal laws and regulations governing the use of those databases. Cooperates with and assists other local, state, and federal law enforcement agencies in investigations and supplying pertinent information. Makes arrests and apprehends persons when circumstances warrant. Provides surveillance of problem areas by camera or other means. Responds to emergency situations on campus. Directs activities at crime scenes and secures areas as necessary. Responsible for the coordination of building evacuation during fires and bomb threats. |
35% | Emergency Management Implements a program of emergency preparedness with an all hazards mission approach for emergency management focused on mitigation, preparedness, response and recovery. Chairs the Campus Safety and Security Committee that involves efforts to promote the safety and welfare of the entire college campus. Develops policies and procedures promoting campus safety for students and employees, including crisis management planning, threat assessment and risk analysis. Prepares and submits the annual Campus Crisis Management Plan (CMP) and Campus Continuity of Operations Plan (COOP) to the Virginia Department of Emergency Management (VDEM). Establishes and coordinates yearly obligatory crisis management campus Functional Exercise (Functional Exercise simulates an emergency in the most realistic manner possible, short of moving real people and equipment to an actual site). May facilitate a variety of trainings that include tabletop, functional and/or full-scale exercises for the campus community or individual targeted groups. Facilitates as much as possible, opportunities for regional police and emergency operations training at the Virginia Western campus. Oversees the development and functionality of a Virginia Western Community Emergency Response Team (CERT). Active member of the local emergency planners committee known as the Roanoke Valley Emergency Planning Committee (RVEPC). Develops a positive and proactive image of Emergency Management through public informational sessions, focused micro trainings and public events for individual college departments, employees and students. Conduct yearly all hazard threat and vulnerability assessment for the purposes of emergency planning and funding procurement. Ensures identified, prudent and reasonable training opportunities are funneled to the college’s executive management team and to college employees. Acts as chief advisor to the College President with respect to the issuance of a Declaration of Emergency if there is reason to believe that an incident will cause the college’s resources to be exhausted and procurement policy and procedure will need to be circumvented. Team Chair and primary policy writer for the college’s Threat Assessment Team (TAT). Serves as VWCC Risk Management Coordinator to track and document incidents and serve as liaison with the Division of Risk Management on reporting incidents. Send proper notifications regarding state policies and procedures when incidents occur. Follow up on ways to reduce risk and improve safety, if appropriate. Notify supervisor and appropriate departments (Human Resources, VP/Dean as appropriate, etc.) of incidents to ensure proper documentation is obtained. Work proactively to identify means to educate the campus community on ways to reduce risk and improve campus safety. |
10% | Administrative Manages the filing and storage of investigative records and files, Daily Report Logs and other documents, and correspondence pertaining to the Campus Police Department. Supervises the preparation of reports and maintenance of information in accordance with the Uniform Crime Reporting System, including the operation of the computer based Incident Based Reporting (IBR) System. Supervises the preparation of reports for statistical crime data to meet the requirements of the Clery Act. Prepares and submits annually the Virginia Western Annual Security and Crime Report (Clery Report) to the U.S. Department of Education. System administrator for the regional Linx coordinated report sharing system. Coordinates enforcement policies and resolution of specific student-related disciplinary problems with the appropriate college officials. Oversees the central receiving and storage of lost and found for the college, including the inventory log, and disposal of unclaimed lost and found items in a legal manner consistent with established policy. |
10% | Finance & Training Prepares the annual budget for the Campus Police Department and manages expenditures during the fiscal year. Prepares requisitions for uniforms, supplies, etc., and ensures the proper use and care of such materials. Supervises use and maintenance of the agency two-way portable radio communications system. Oversees efforts to educate faculty, staff and students on a number of safety related topics, including evacuation training, and telephone call tracing. Primarily assigned to first shift; however, must have flexibility to work an irregular schedule. |
5% | Parking/Traffic Establishes and directs the enforcement of campus parking and traffic regulations and the issuing of citations to violators. Directs arrangements for campus police coverage for special events. Makes special assignments for parking and traffic control and the courteous and efficient handling of students, faculty, staff, and visitors, and the maintenance of order and discipline. Serves as the primary point of contact in handling punitive measures with respect to habitual student parking violators. Responsible for the proper design and posting of the necessary informational and directional signs in the coordination of special events. |
